Title VI Program
Policy Statement: It is Lewis County policy to assure that no person shall, on the grounds of race, color, or national origin, as provided by Title VI of the Civil Rights Act of 1964, be excluded from participation in, be denied the benefits of, or be otherwise discriminated against under any of its programs and activities. Lewis County further assures that every effort will be made to ensure nondiscrimination in all of its programs and activities, whether those programs and activities are federally funded or not.
Federal law protects everyone’s right to participate and be heard. Title VI of the Civil Rights Act of 1964 and the Civil Rights Restoration Act of 1987 prohibit people from being excluded from participation in, being denied benefits of, or being subjected to discrimination under any program, project, or activity of Federal Aid recipients, sub-recipients, and contractors, whether such programs, projects, and activities are federally assisted or not.
As a recipient of Federal Aid, Lewis County Public Works must comply with Title VI of the Civil Rights Act and related laws, regulations and other requirements, including addressing environmental justice (EJ) with minority and low-income populations, and improving access to people with limited English proficiency (LEP).

Title VI Complaint Procedures:
Title VI Complaints
- Any person or group who believes they were discriminated against based on race, color, or national origin in programs, services, or activities where there is federal assistance may file a Title VI complaint.
- A complaint must be filed no later than 180 days after the date of the last instance of alleged discrimination, unless the time for filing is extended by the processing agency.
- Complaints should be in writing, signed, and filed by mail, fax, in person, or e-mail. If a complainant phones a subrecipient with the allegations, subrecipients shall transcribe the allegations of the complaint as provided by phone and then send a written complain to the complainant for correction and signature.
Quejas del Título VI
- Cualquier persona o grupo que crea haber sido discriminado por motivos de raza, color u origen nacional en programas, servicios o actividades que reciben asistencia federal puede presentar una queja bajo el Título VI.
- Una queja debe presentarse a más tardar 180 días después de la fecha del último incidente de discriminación alegada, a menos que el plazo para presentarla sea extendido por la agencia encargada de procesarla.
- Las quejas deben presentarse por escrito, firmadas y enviadas por correo, fax, en persona o por correo electrónico. Si un denunciante comunica las alegaciones por teléfono a un subreceptor, este deberá transcribir las alegaciones de la queja según lo expresado por teléfono y luego enviar una queja por escrito al denunciante para su corrección y firma.

How to File a Complaint
If you believe that you have been discriminated against because of your race, color, or national origin (including limited English proficiency), by agency programs or activities, you have the right to file a formal complaint with WSDOT within 180 days of the alleged incident by completing the form below.
If you feel you have been discriminated against under Title VI of the Civil Rights Act, please view our Title VI Complaint Procedures and use the Title VI Complaint Form to file a complaint.
