In addition to forming the district, the agreement established flow control, directing all solid waste generated in Lewis County to be disposed of at LCSWDD sites.     "Which list is which?" Every year, the Washington State Weed Board adopts a noxious weed list, which goes into effect on the first of January. In the following months, meaning the early months of each year, the Lewis County Noxious Weed Control Board adopts its own, county-level, weed list.
