   Commissioner Cailen L. Cecil Court Commissioner Cailen L. Cecil Cailen Cecil was born and raised in Yelm, Washington where she attended Yelm High School, graduating in 1994. Cailen earned an Associates of Arts from Pierce College (1996), Bachelor of Arts in Psychology from University of Washington (1998), and a Juris Doctorate from Texas Tech School of Law (2002). Cailen began her legal career representing survivors of domestic violence at the Legal Aid Society of Lubbock in Texas.
