The LC Multi-Jurisdictional Hazard Mitigation Plan, is a countywide plan that identifies risks and ways to minimize damage by natural and manmade disasters. Aquatic weeds can be emerged, submerged or floating. An emerging plant is rooted underwater and has a structure emerging beyond the surface of the water (often on a stem, for flowers to be pollinated).
