The investment program in the Lewis County Treasurer's Office is administered as per the requirement of Chapter 39.59 and Chapter 36.29 Revised Code of Washington. As per the RCW, there are no investments in private stocks or bonds.
Investment software, installed in 1996, allows the treasurer to combine funds for single investment purchases while maintaining the integrity of the original fund balances and distributing the earnings based on each fund's ratio of participation in the investment. The largest single investment resource is the Local Government Investment Pool (LGIP) managed by the Office of the State Treasurer. At the end of 2015, 50.71% of all investments were placed in the LGIP. The LGIP allows overnight liquidity, funds may be moved in or out before 9:00 A.M. each business day.
If an individual taxing district or fund needs to access the invested funds, the investment may be sold internally to another fund or district, thus allowing immediate access without withdrawal penalty. This ability allows all funds to be invested to the maximum and has significantly increased the investment earnings of our taxing districts, some by as much as 50% or more.
